Employers must demonstrate they cannot find a suitable candidate within the EU. Special categories of workers may face less stringent requirements.
When hiring through a company or temporary employment agency, that entity must apply for the TWV and provide a copy of the worker’s identification to the hiring company, which must verify and keep the copy on record before the worker starts.
Exemptions from Work Permit Requirements

TWV for Short-Term Employment
Certain groups do not need a GVVA but still require a TWV, including:
- Employees working for less than three months
- Students with a residence permit for study purposes
- Asylum seekers awaiting a decision on their application
Conditions for Granting Work Permits
Employers can only hire someone from outside the EEA and Switzerland if:
- They cannot find a suitable candidate from an EEA country or Switzerland.
- The vacancy has been open for at least five weeks, or three months for hard-to-fill positions.
- The employer has made extensive efforts to find a worker from the Netherlands, the EEA, or Switzerland.
Employers must apply to the UWV for a TWV or to the Immigration and Naturalisation Service (IND) for a GVVA, meeting all specified requirements.
Less Stringent Requirements for Certain Groups
Some groups require a GVVA or TWV, but with less stringent conditions, including:
- Students working no more than 16 hours a week
- Interns and trainees
- Artists earning above a certain threshold
- Asylum seekers
- Spiritual leaders (ministers, imams, clerics)
- Nuns, monks, or missionaries
